Richard Chang has been a Burnaby resident for 18 years and was first elected to Council in 2008 and re-elected in 2011.
Born in Taiwan and fluent in both English and Mandarin, Richard is a significant asset as a Burnaby City Councillor as he has strengthened community links with the City’s Chinese and Taiwanese heritage citizens and City Hall. With more than one-third of Burnaby’s population now speaking Chinese, Richard has been instrumental in bringing a new level of awareness to our Chinese community of the many attributes the City has to offer in both business and community living.
Richard’s successful career in the entertainment industry and international recognition as a TV Host for Fairchild TV has provided the City with an extraordinary link in helping to establish beneficial relationships with both local and Asian business communities that has allowed the City to successfully look beyond the region to bring prosperity to Burnaby. Working together with Council and the Mayor, Richard has shown leadership by helping advance sister city and friendship agreements that promote education and economic and cultural relationships as well as an exchange of ideas on matters of mutual concern.
He has also been instrumental in achieving a high-tech agreement between Burnaby and Taiwan’s third largest city, Taichung.
Richard continues to work as a successful movie director and producer with many of his productions providing opportunities for non-profit organizations to help them advance their charitable initiatives.
Councillor Chang has served as a member of the following:
